If you look at the heading, it says “Code of Conduct for Members and Employees of the Commission”. It then gives responsibility to every member or employee thus: “...shall impartially and independently perform the functions of a member...” So, it is the responsibility. It is just making it clear that there is a personal responsibility, so that people do not hide behind--- I would go with the text as it is. We need not add anything because it is a member and an employee. Even the Commission can name the same--- The proper wording should be “a member” or “employee”."}
