Senators, first of all, I would like to point out that this is a Bill concerning counties. I am inclined to agree with Sen. (Prof). Lesan that, indeed, you cannot have a Bill in this House that does not concern counties. The fact that the Speaker has already admitted a Bill to be debated in the House means that it is a Bill concerning counties. Our Standing Orders require that before any Bill or Motion is put on vote, it is the responsibility of the Chair to remind you which I will. This is a Bill concerning counties and, therefore, pursuant to the request of the Senate Majority Leader, I would like to rule. I do not have a lot of leeway because the Standing Orders talk about the next day. It does not say give me the leeway to appoint any other day other than the next day."}
