Chairlady, this Clause proposes to introduce a new Sub-Section (1)(a) to Section 116 of the Act, which seeks to designate the Inspector-General of National Police Service as an Accounting Officer of the National Police Service. Section 116(1)(a) provides - and that is what the House passed - that the Inspector-General of the National Police Service, shall be the accounting officer of the National Police Service. That is what we want to delete and the reasons are:- That the Constitution under Article 245(2)(b) does not envisage the Inspector- General of Police to be an accounting Officer. He is supposed to be in charge of command and operations."}
