Why has this happened? This has happened because various arms of the Government have been in a sense emasculated. When the police by chance kill a person, there is hue and cry. All human rights activists - I can see one out there - go to the streets shouting. When a policeman is killed, nobody opens their mouth. When a security person is killed, nobody raises an eyebrow. So, we have intimidated them to an extent that they are inactive right now."}
