    "content": "Hon. Temporary Deputy Chairman, first and foremost, if you look at the proposed amendment that is one of the functions of the council; to identify and recommend national heroes. On public participatory process, there is no provision. Even if you amend that, what procedure is going to be followed in identifying the persons or the public? There is no procedure! The council itself will identify and recommend national heroes. It is their responsibility. That is a function that has been given to them. With those few remarks, I totally oppose this. It does not make sense."
