Kenyans have a right now to expect better services from the police because security has run out of hand. There is nowhere in the country – urban centres and the rural areas – where anybody is safe. Everybody is very insecure but because we have taken a bipartisan approach on this Bill because it was give and take--- I want to thank hon. Millie Odhiambo for the amendments that she has moved. We may not have got everything that we wanted but the House arrived at a consensus. We want the police to enhance security so that everybody including business people, ordinary Kenyans and politicians, like these ones are secure wherever they are."}
