I want Members to note that because of divergence in opinions of stakeholders and the fact that we, as a country need to make a very substantive decision as to whether we want to allow conservation of wildlife or continue with the colonial, the protectionist approach to wildlife, we have had a lot of opposition to having this law amended. Fortunately, the new Constitution has provided us with opportunities that allow us to marry the two conflicting views and come up with a middle ground, hence the contents of this Bill."}
