One of the reasons as to why I do so is that when the issue of Erad came to light, I was the Minister of State for Special Programmes. I want to tell this House without fear – or maybe with a little fear – that if there is somebody who is corrupt it is Erad. One morning, he walked into my office. I had never seen him before. He said to me: “I have been sent from the very high offices. You have to sign a letter authorising NCPB to pay this money.” I asked him: “For what?”, and he explained. I declined to sign the letter and said to him: “Whoever has sent you can as well sign the letter.”"}
