The Leader of the Majority Party has hit the nail on the head that, indeed, there is something not very right that is going on. I actually tend to wonder. Had this issue not been raised in Parliament, for how long would we have had to continue not knowing exactly what is happening? I was actually in the meeting of the Committee on Finance, Planning and Trade. My Chairman has rightfully put it that this issue had gone to the Office of the Attorney-General, but I was informed otherwise. I was informed that the Office of the Attorney-General went further to release the rules for gazettement, and that the same are before the House, which is clearly not the case. Therefore, I would like the matter referred back to the Committee for the modalities of operating the Fund to be deliberated on. Whenever we implement a programme as big as Uwezo Fund, we should do so after proper deliberations. We should not be taking ad hoc measures just for the purpose of public relations."}
