I believe that is why you intervened. Honestly, the Minister has tried to avoid answering questions from every hon. Member who has raised a supplementary question. If you look at Part (a) of my Question - although it was doctored and I do not know how it happened - I had asked how much the total development budget was. With your indulgence, I was asking that so that we can be told whether it was Kshs20 billion. I know about the budget for the Ministry. If Kshs10 billion could be removed from the Ministryâs budget, which is the amount we get in the CDF, each constituency would get about Kshs60 million. That can do a lot in the constituencies. When the Minister says that she is not aware or not that will change, I would like to tell her that the CDF framework was adopted because it was an effective way of reaching the grassroots, which she has talked about. In view of that, I would like to say that I am not satisfied and leave that matter at this point in time."}
