The last time I talked to you, you said you were still looking at the Motion and that it would come at a subsequent stage. I was still in the process of consulting with hon. Senators, including Sen. Mugo, so that at the time of approval, if I had sufficient notice, probably, the membership of the committee, as proposed, would have been quite different. But I thought that is a matter we can deal with because the House lacks business. The other position which is clear from previous practice is that a Motion like this, those days, the Government could come and say:”We like the Motion or Bill, we want to take it over or conduct it on this basis.” Indeed, I hoped to talk with the Senate Majority and Minority Leaders at some stage. But I was caught up because the Senate does not have business. The only reason this Motion has appeared on today’s Order Paper is because there was no business. I wish to apologise for that. But I will proceed to conclude---"}
