There are a number of steel millers who are breaking the law with impunity. When you talk to them they say: “Do you not know so and so is a partner?” We have said that “so and so is a partner” does not matter. Some of my colleagues have raised this issue of value addition. This is our steel metal. It should be in our country. We cannot export it. I am totally against the issue of exporting. Finally, if we do not control and regulate very strictly the scrap metal business, the Kisumu-Nairobi Railway that was built by all our fore-fathers is going to disappear go china. That is a fact. Already, we have seen some people being caught with rails. I am very much for this Bill. But it is not strong enough and I will be raising some more comments on it. Thank you for your time hon.
