The question is: Should we be voting on the Floor of the House to commit a Bill to that Committee when it is necessary that a Committee handles a particular Bill? It looks like it is one of the new provisions we put in our Standing Orders after we revised them. So, I am not asking for an immediate ruling, but we might need direction---"}
