Kivuti. Article 123(2) of the Constitution states clearly and I quote:- “When the Senate is to vote on any matter other than a Bill, the Speaker shall rule on whether the matter affects or does not affect counties.” This is replicated in our Standing Order No.73(1) which states:- “Except on a matter affecting counties, any question proposed for decision in the Senate shall be decided by a majority of the Senators present and voting.”"}
