What is happening in the health sector in Kenya, in my view, may amount to criminal dereliction of duty. Hon. Speaker, devolution is a good thing. But even a good thing that is done in a bad way becomes a bad thing. Our Constitution is very clear that the right to life is one of the fundamental rights that we must enjoy. But health care in Kenya has become a preserve of the rich. Only those who can afford to access private facilities now can be able to access health care and that is unacceptable."}
