Gumbo, to me, it looks like only in respect to engineering services. The way I saw it is that the engineers are placing themselves in strict discipline; in strict professional conduct. That is the way I saw that provision, and when I looked at it, I said fair enough. I want engineers who are in good conduct as professionals. But I think I agree with my good friend, hon. Kivuti. He is reading it out of context."}
