Speaker, as the head of the institution of the National Assembly, I also want to make it very clear that communications and rulings that you make - and the ones you have been making - are rulings that are based on the letter and the spirit of the Constitution and the Standing Orders. The allusion out there that you do your rulings based on a phone call either from the Executive or from the Judiciary is neither here nor there. We want to say it clearly that hon. ole Kaparo, hon. Marende whom I served with as a Member of Parliament in the Tenth Parliament and hon. Muturi, within parliamentary procedures and practices, make their rulings. I also want to make it very clear that the three arms of Government; the Legislature, the Judiciary and the Executive are to be separate but inter-dependent. The leadership of the three arms of Government, for the interest of the people of Kenya and for good governance, must at all times be inter-dependent.
