Somebody is saying an offence which is not specified –if you commit an offence which is not yet specified then you should be imprisoned for a term not exceeding ten years and pay a fine not exceeding ten million. For sure hon. Temporary Deputy Chairman, this would be the most draconian law I have ever seen. “Two years” and “two million” shillings would be more appropriate. Thank you."}
