I have a problem with the amendment that has been proposed. Why? This is the National Assembly; we cannot get involved in what, to me, appears like operational functions. We are now talking about bus parks and over-passes. We are talking about the details of what should be done. This is not a House of professional engineers and planners. We are not able to design exactly what needs to be done. So, as a House, we should remain faithful to the Motion as it is; which is making a proposal for compulsory acquisition of land for better use by the Government. The original Motion makes a lot of sense to me. As regards the proposed amendment, I think we are over-stepping our mandate by even going to the extent of prescribing what needs to be done and yet, we are not experts in that area. Chair, you are a lawyer and I am sure you have limited knowledge in terms of planning. I am an accountant and I have very limited knowledge in terms of city planning. Therefore, I beg to oppose the amendment."}
