{"id":502410,"url":"http://info.mzalendo.com/api/v0.1/hansard/entries/502410/?format=json","text_counter":242,"type":"other","speaker_name":"","speaker_title":"","speaker":null,"content":"aware that county transport is one of the devolved functions under the Fourth Schedule to the Constitution; noting that Article 54 (1) (c) of the Constitution entitles persons with disability to reasonable access to all places, public transport and information; further aware that under Article 27(1) of the Constitution every person is equal before the law and has the right to equal protection and equal benefit of the law; concerned that people with disability continue to be discriminated against in the construction of foot bridges across the country; noting that if the situation is not urgently remedied, the lives of people with disability who cannot cross roads without assistance will continue to be in danger; the Senate urges all county governments to construct wheelchair accessible footbridges on major county roads for use by people with disability."}
