Section 5 of the principal Act is amended by─ (a) deleting the word “Council” and substituting therefor the words “Cabinet Secretary” (b) inserting the following new paragraph immediately after paragraph (c) ─ (ca) provide evidence of public participation in the formulation of the policy and the environmental action plan.
