There is, indeed, a stalemate in nearly all the counties between the Speakers and the Governors on what I would call “sibling” rivalry on financial management. Indeed, in my own county – Migori – there is a big problem now and it could land in this Senate for arbitration. Would I be in order to request that the Chairman organizes a mandatory retreat of the Governors and Speakers of all the 47 counties to arbitrate on this, so that we do not have a total failure in the management of the county assemblies of this country?"}
