The Office of the Auditor-General is very critical and so we agree with the Ksh1billion. We have had many cases where the Auditor-General has been complaining that he has a shortage of manpower. When it comes to county issues we know very well that there has been devolution. However, corruption has also been devolved heavily to the counties."}
