For example, whether the secretary of the Commission is from Nyanza, Rift Valley and North Eastern; it is about that. It is about a qualified Kenyan who will get this job. It is very clear that Section 9 of the Bill says that the Commission shall, through an open and transparent competitive recruitment process, appoint a qualified secretary. There are those of us who believe that could be given for parliamentary approval for us to feel that the person who will get this job is a person who has the confidence of the majority of the leadership of this country."}
