This Bill is very important because it has been synchronized to the current Constitution of 2010 as per Article 227 where it says that a public entity or organ shall procure goods and services in a manner that is fair, equitable and transparent. This Bill in itself will be a game changer in terms of the way procurement will be done both at the national and county governments. In the past, procurement has been a leaking pipe and there has been a lot of corruption around procurement. However, going by the new law, many leaking pipes will be sealed and there will be a lot of savings in terms of what will be procured for goods and services. I am impressed by Clause 3 (1) whereby this procurement law intends to promote local industry by giving preferences and reservation to disabled people, youth and women. I agree with the establishment of Public Procurement Regulatory Authority which is going to succeed the Public Procurement Oversight Authority (PPOA).
