If we want to amend it, then we must also have a basis for doing so. That is why I said fait accompli . We have very little information and we have been given a formula. That is the basis upon which I said they are treating us like a fait accompli . Madam Temporary Speaker, I want to go to a more substantive issue and that is why I said that the Commission on Revenue Allocation (CRA) must now look us straight in the eye and say whether they understand why we have a Senate in this Republic. I want to read Article 216 because their principal function is to make recommendations on the sharing of revenue.
