If somebody has a B and wants to be recruited, we will start with B. Then we will go to B- and after that we go to C+. Then we will go to the minimum, which is a C. Now, I have even lowered it. In areas where we cannot get C, we can take somebody with less. That way, everybody will be included in the recruitment exercise. I have already instructed the district commissioners who are going to be the chairmen to consider that."}
