I agreed with the Speaker yesterday when he made a ruling with regard to the procedure of introducing the addendum to the report. What we were interested in is the substance over form. As an accountant, I know that one of the principles of accounting is that you need to emphasise more on substance rather than the legal form of a document. Much will be said about how this addendum was introduced in the House, but I know that we are not required by law to take a vote on any report by the EACC, whether given to us or not. It is just for information. In future, we would want such a serious report to be brought in a different way."}
