It is for the Cabinet Secretary in charge of finance, in consultation with the Auditor-General who should do that. However, the Committee felt that it should be the other way round given that we believe that the Auditor-General should be independent. So, we are saying that it should be the Auditor- General in consultation with the Cabinet Secretary responsible for finance because he represents the auditees in this process."}
