That is unconstitutional; the Cabinet Secretary cannot do that because treaty- making and ratification is something that now must come through Parliament. So, I would want to ask the relevant Committee - I do not know which it is, perhaps you would guide, I presume it is the one dealing with security, that they need to amend that to reflect what is constitutional."}
