The Senate Deputy Minority Leader rose under Standing Order No.94 which says:- “A Senator shall be responsible for the accuracy of any facts that the Senator alleges to be true and may be required to substantiate any such facts instantly.” If I may recall, while Sen. (Dr.) Khalwale was on the Floor, he was challenged about the same issues that the Senate Deputy Minority Leader raised and I think that he made a promise to come to the House and substantiate the issues that he had raised. Will I be in order to request that the Senate Deputy Minority Leader holds his horses until the Senator for Kakamega makes his substantiation before we can raise any issues on this matter?"}
