Temporary Deputy Chairman, this Clause deals with general procurement and asset disposal principles. Because we have taken on board youth and people with disabilities and generally the disadvantaged, the Committee felt that there should be a principle which says that all the procurement and asset disposal planning shall reserve a minimum of 30 per cent of the budget allocations for enterprises owned by women, youth and persons with disabilities. This principle will ensure that anything done in procurement takes on board those categories which have been disadvantaged over a long time."}
