Temporary Deputy Chairman, I beg to move:- THAT, Clause 89 of the Bill be amended by inserting the following new subclause immediately after sub-clause (8) — “(8A) A person who in order to avoid open tendering, procures items that ought to be subjected to open tendering as though they were included in the list of classified items commits an offence;” This is to make it an offence for you to avoid doing the open tender by labelling items as classified. We want to make it an offence and an abuse of the process of open tendering."}
