The Minister cannot run away from answering this Question. He is referring to part “b” of the Question. He has conveniently forgotten - as if we do not have Order Paper - that there is part “a” of the Question. Part “a” of the Question states as follows:- “Have all the people who participated in the 2009 Population Census exercise been paid their dues and, if not, what are the reasons for the delay?” Part “a” is not talking about Kisumu, it is talking about all the people who participated in the national exercise in the Republic of Kenya in the August, 2009. I want to persuade the Chair to agree with me that, that is the correct reading and the Minister must answer to each and every constituency."}
