(Dr.) Machage): I have gone against the Standing Orders. Once the Bars are drawn, no points of orders are entertained but because of the seriousness of this matter, I allowed for an explanation to Sen. Orengo’s and Sen. Ndiema’s questions. I did not intend to open an avalanche of points of orders. I think the explanation is enough. The county governments will not be made to incur any cost. They have been given a service of equipment that is leased by the national Government. It is the national Government that is paying for that cost. I think it is clear.
