(3) Whether accepting the proposed legislative text/texts that has or have not gone through the normal law-making process as outlined above should require a two-thirds majority. (4) Whether, while voting in considering whether to agree with, disagree or reject the President’s reservations, referrals or recommendations, the House is properly constituted with less than two-thirds of the Members present."}
