In other words, people with bank accounts are a lot less than those who operate without. Therefore, there is need for small banks. Consequently, I ask the Chairman, in reviewing this policy, to develop what we will call “county banks” that will have much less capital requirement or that will keep the same capital requirements as we have today and provide those services at the county level."}
