Land must in future be seen as a means to an end and not an end in itself. There is a tendency for us to say that we have got community land, we hold it; we get the tile and it just sits there. The most important thing is the implementation part of this Bill. That is to say; what are we going to do with this community land? The Bill proposes, for instance, that waterways and so on are made community land and I support it completely.
