As all this confusion brought by the Constitution was there, there were also other confusions which were brought by the Transition Authority (TA). There are counties like Nyandarua, Tharaka and Tana River which do not even have anywhere to operate from leave alone the issue of nominating women, men or giving them an opportunity to elect the Speaker. These county governments do not have anywhere to operate from, two years down the line. So, I recommend to the person who drafted this Bill that it would be better to state the location of the offices. However, I stand guided."}
