It seems to suggest or open a window for intimidation to investors. I plead with my friend, Hon. Jimmy. When you create a law in a way to intimidate the would-be investors, you know the worst that can happen. If you go to South Sudan, they tell you that you must get a local partner. Many Kenyans - and I am sure you know many - have lost their investments in South Sudan. Now they are busy with their anti-Kenya stand because they have robbed our people. I plead with you. Let us not go that direction. I please plead with you. Thank you."}
