The amendment, in my view, which should have been included was, “the court by, or before, which a person is convicted of an offence under this Act may by order”. If you delete that word, it changes the meaning completely. I will plead with the Chairman to look at introducing a comma after the word “by” and a comma after the word “before” and you will have a grammatical inclusion into the Bill. But, by deleting what the chairman has proposed, you are completely changing the meaning of that clause and I oppose. Unless he amends it as per the Gumbo proposal---"}
