In my understanding, changing the number of devolved units will amount to a constitutional amendment. We all know that the Constitution is very clear on how we can amend it and on such a matter; we may require to go through a referendum. Therefore, is this Petition in order? Can we do this through a Petition to the Senate or do we require a referendum to change the number of devolved units?"}
