"content": "Mr. Deputy Speaker, Sir, Article 83(3) of the Constitution of the Republic of Kenya reads as follows:- “Administrative arrangements for the registration of voters and the conduct of elections shall be designed to facilitate, and shall not deny, an eligible citizen the right to vote or stand for election.” At the moment, the system of giving people identification cards is there to deny Kenyans the right to be voters because the encumbrances that are put, particularly for women, are abominable. I just came from my county and women are being denied the right to have identification cards because they have not brought their mothers from the places they came from when they were being married. This is not facilitating. This is denying Kenyans the right to vote. Therefore, the whole administrative system is unconstitutional, against Kenyans, unpatriotic and should be abolished, particularly with regard to registering voters. We are now in the digital age. Let this registration be digitized and have people do it using M-Pesa, phone or have registration centres which are electronic. This idea of people running around the country registering people and asking for money is completely archaic, colonial and imperialist."
