There has to be a framework of how to discipline anybody in terms of certain behaviour or actions. The issue of penalties is exactly why we might want to revisit the Bill as we move into the next stage of amendments. We might want to enhance some of the penalties and disciplinary arrangement that we have in this Bill with a view to reducing the kind of disasters that we are witnessing in this country."}
