Being a devolved function, we must – as the Senate that defends and protects counties and their governments – ensure that devolved functions are properly and truly devolved to counties to help the people of this country. HIV/AIDS has been a cash cow and you know that there have been many questionable transactions and audit queries surrounding the management of HIV/AIDS funds, largely brought in by donors.
