I said that when the workers threatened to turn violent the police moved in and just singled out a few of their leaders. Mr. Deputy Speaker, Sir, all the same; the issues the Member for Kisumu Town West raised are being addressed. In a letter from the Ministry of Labour dated 14th March, which I can avail to him, there are seven issues that are being addressed, namely; (i) implementation of the joint committees to oversee allocation of jobs to contractors; (ii) the non-implementation of outstanding promotions for long serving employees; those with three years and more in the same job grades; (iii) non-payment of subsistence allowance to day workers taken out of principal stations; (iv) refusal to effect check-off on day workers who are members of the union; (v) non-conversion of long serving day workers casuals into permanent terms as provided for under the labour laws; (vi) deliberate delay by the management to conclude the 2011/2012 collective bargaining agreement negotiations; (vii) the non-cooperation of the Chief Manager, Human Resource and the Administration Officer whose responsibility is to address the employeesâ issues. Instead he has been interfering with the leadership of the union by supporting factions. So, all these issues are being addressed by the conciliator whom the Ministry appointed."}
