The Youth Enterprise Development Fund is a different thing from Kazi Kwa Vijana Programme. As I said, when I took over this issue, I looked at the widespread problem in terms of the way we were executing the programme and I have instituted measures to change this. One of the obvious measures and I have already said, is that people should not be paid in this form; money should be paid to the accounts, so that the idea of saying that you want to share in these revenues before you get a job is not there. In most other countries where we have got these kind of programmes, there is a very clear way on how to implement it, the financial institutions that are involved, the various related Ministries; the way they are co-ordinated, and that is what I am working towards implementing in order to correct this problem. As to whether we are continuing with this programme, I know that we are going to be launching the Phase II of this Kazi Kwa Vijana Programme on 4th April, and I want to assure this House that as we launch that second phase, we are going to put in safeguards to avoid the problems that we experienced with this first phase."}
