At the end of the day, there should be a mechanism for review of decisions. You cannot lock out administrative actions of a CS. It is also going to save time and costs. You cannot just tell people to go to the High Court; agreements themselves are self-regulatory, and there are provisions for arbitration. So, locking out that mechanism was wrong by the Senate.
