We live in a country where 50 per cent of its population is living below the poverty line; of those 50 per cent, the majority are the young people. They are the most disadvantaged. So, we are saying that the time has come. It is not just a favour. It is now a constitutional requirement that this state organ starts putting in place affirmative action and measures that will empower these disadvantaged groups, including the young people of this country."}
