The Constitution, in Article 123, guides us on how to make a decision in this Senate. Article 123(4) (c) clearly puts that threshold which speaks to the majority of all the delegations. Majority of all delegations is a number called 24. The Constitution has refused. You will never change it even if you are a professor of law."}
